Depending on the desired goal, there are different methods to be used when editing assessment history lines in WinCAMA:
Lines For Current Year, Prior To August Abstract And Equalization Board
Generally, if a parcel has a current year line and a change needs to be made prior to the August abstract and Equalization Board meetings, the line is simply edited to reflect the new value.
Lines For Current Year, Following August Abstract And Equalization Board
If a parcel has changes that need to be made following the August abstract and Equalization Board, a new line is created using the “Add” button. This new line will be rolled to the Collector’s office, and retaining the assessment history line from earlier in the year provides an audit trail of the value for the parcel and why it changed.
Prior Year Where Assessment History Line For That Year Exists
In order to allow WinCAMA to properly determine the Old Value to be used on a Correction, the “Clone” button should be used while positioned on the prior year line. This will use the Effective Value of the old line as the Old Value and the Effective Value of the new line as the New Value.
Prior Year Where No Assessment History Line For That Year Exists
In order to generate a correction for a particular year, there must be an assessment history line for that year. To achieve this, a new line should be added using the “Add” button, setting the Effective Value to the same value as the year prior to the year for which the correction is being generated. When saving the record, a correction should not be generated. Once this line has been created, a second line for that year can be created using the “Clone” button. This will allow WinCAMA to correctly determine the Old Value for the correction.
Example: If a correction needs to be done for 2007, but no 2007 line exists, a new 2007 line would be created using the “Add” button. The Effective Value should be set so it matches the top line for 2006 (or whichever year prior to 2007 has the most recent line). This will create a baseline for the correction. Then, a second 2007 line can be added, using the “Clone” button while positioned on the 2007 line that was just created.
Prior Year Where Calculation Method Must Change
When cloning a prior year line, WinCAMA will assume the cloned line has the same calculation method (Amendment 79 or Full Value) as the original line. In the cases where a new line must have a different calculation method from the original line, an interim line will need to be created as with #4 above. The interim line should be created with the “Add” button, selecting the calculation method desired for the new line. The Effective Value for the interim line should match that of the old line. Again, this will ensure when the interim line is cloned, the Old Value for the correction will be accurate.
Example: If a correction needs to be done for a 2007 Full Value line, but the new line needs to be Amendment 79, a new 2007 line will be created using the “Add” button and selecting “Amendment 79” as the calculation method. Since there is no capping on a Full Value line, make sure the Base Value and Previous Value match the Full Value of the old line, resulting in no capping and essentially making this just like a Full Value line. When saving the line, do not generate a correction. The interim line can then be cloned to generate a correction with the proper Old Value.
